Shenandoah Titus, Esq., is the Founder and Chief Counsel of the Whistleblower Anti-Bullying Resource Network (WARN). One of America’s foremost authorities on whistleblower law, anti-bullying and police accountability, Attorney Titus served in leadership positions within municipal, state and federal government for over 21 years. 

Attorney Titus is a member of the National Native American Bar Association. Diverse in his background, he is Native American (Cheyenne) and African American.

Attorney Titus was the first municipal Human Rights Director of Amherst, MA., where he authored the region’s first Human Rights Bylaw and served on the Attorney General’s Task Force on Hate Crimes. He later served as the Human Rights Director of the City of Somerville, MA., where he led efforts to earn Somerville the No Place for Hate certification by the Anti-Defamation League (ADL). He thereafter served as the first Director of Community Policing for the Transit Police Department, Massachusetts Bay Transportation Authority (MBTA), Boston Headquarters, where he led efforts to earn the Transit Police Department several national and international community policing awards.

Attorney Titus began his federal career as Senior Policy Advisor for the Transportation Security Administration (TSA) Headquarters, Pentagon City. Afterwards, as Program Manager, he established the first Headquarters Anti-Harassment Unit in the history of the U.S. Department of Homeland Security (DHS), Washington, DC.  He received the DHS Secretary’s Award for Excellence, regarded as the Department’s most prestigious award.

Later becoming a federal whistleblower, Attorney Titus resigned from DHS on April 13, 2018 and founded WARN on Independence Day, July 4, 2018. He successfully took legal action against DHS for whistleblower retaliation and harassment, reaching an honorable settlement on July 27, 2018.

Attorney Titus holds nearly a half dozen academic degrees. He is a graduate of Berkeley Law, and has completed executive programs at Harvard Law. He earned his Bachelor's and Master's degrees from Cornell University, receiving various honors. At Cornell, he served as Chair of the University Judicial Hearing Board.

At Harvard Divinity School, Attorney Titus is examining the influence of white Christian nationalism on police racial profiling in America. In his legal work, he is an advocate for police accountability and nationwide police reform.

Attorney Titus is licensed to practice law by the District of Columbia Court of Appeals Bar. He is a national consultant, legal advocate, speaker and author. His most recent book is titled: The Whistleblower: Defeating Bullies, Harassers & Management Gang Retaliation (available on Amazon).
